If the verified Spring address is in a competitive TDU territory, REP shopping can make sense. If it is served by a municipal utility or cooperative that has not opened its territory to competition, the comparison shifts to that utility’s rates and programs instead. The guide should follow the meter, not the marketing label attached to the city.
