The utility may be Oncor Electric Delivery / local cooperative territory, depending on the premise. Do not use the city boundary as a substitute for the certified utility territory. If the verified The Colony address is in a competitive TDU territory, REP shopping can make sense. If it is served by a municipal utility or cooperative that has not opened its territory to competition, the comparison shifts to that utility’s rates and programs instead.
